Mission...
To develop, market and/or partner with others to create or utilized homeownership opportunities for persons of low- to moderate-income within Warren County

History... In May of 1996 a Warren County Housing Summit was held at Kings Island. This summit was called after a United Way needs assessment indicated a shortage of low to moderate-priced housing in the county. Local authorities discussed concerns that the private housing market was not generating enough affordable housing. With housing cost rising faster than incomes, it was feared that the mix of housing was becoming less affordable to the average household. When this fear was coupled with the area's booming economy and record unemployment, local leaders realized that a lack of starter homes could be fueling a labor shortage. Warren County Commissioners directed the Regional Planning Commission (RPC) to study the need for affordable housing. The RPC, in conjunction with Warren County United Way, formed the Housing Advisory Committee (HAC). HAC studies legitimized the affordable housing shortage. After three years of study and planning, the HAC created the non-profit 501(c)(3) organization -Warren County Balanced Housing Corporation.
